Trade Negotiations and Pro-poor Services Reforms: Focus on EPAs for Central and West Africa

The International Lawyers and Economists against Poverty (ILEAP) convened the meeting: ‘Trade Negotiations and Pro-poor Services Reforms: Focus on EPAs for Central and West Africa’ from 23 to 25th October 2008 in Libreville, Gabon. The meeting was attended by around 45 negotiators of trade in services and investment professionals, as well as private sector representatives from Central and West Africa. The workshop was held to review the progress of negotiations on trade in services and investment under the Economic Partnership Agreements (EPAs), informed by analytical work and the views of the various regional and international stakeholders, in order to provide a set of recommendations for ensuring pro-poor outcomes to the negotiations. The meeting was designed to achieve the following:

  • Better appreciation of the state of play of the EPAs and the associated opportunities and challenges ahead;
  • Enhanced involvement of stakeholders, particularly the private sector and consumer associations;
  • Review of rules imbedded in the EPA legal text;
  • Identify a roadmap especially on remaining work at the sectoral level.
